OHPTC ROUND 37

SELF SCORE WORKSHEET & RESOURCES

This tool is provided by Designing Local for informational purposes only for potential applicants to Round 37 of the Ohio Historic Preservation Tax Credit. Refer to the Round 37 Application Guide for full details and information. This worksheet mirrors the 9 competitive scoring criteria from the OHPTC application guide. Criteria 1, 2, and 6 pull directly from Appendix A (jurisdictions), Appendix B (counties), and your own measurements — select from the drop-down and the points fill in automatically. Criterion 9 (Cost-Benefit Analysis) is not self-scored — ODOD calculates it — so it's included here only as a planning estimate and is kept separate from your official self-scored subtotal. Minimum score to remain eligible: 43 points (out of 85 total; 75 of which are self-scored).

OHPTC Round 37 — Self-Scoring Worksheet
Criterion A · 1

Jurisdictional Balance

0of 8

Preference for applications in jurisdictions with fewer previously approved projects (Appendix A). If your jurisdiction isn't listed below, it has zero prior approvals and gets full points.

Criterion A · 2

County Per Capita Balance

0of 7

Preference for counties with lower per-capita tax credits approved in previous rounds (Appendix B). Counties not listed have $0 approved and receive full points.

Criterion A · 3

Benefit to Unemployed in County

0of 5

Compares the county's unemployment rate to the statewide rate. Select your project county and the bracket calculates automatically.

Criterion B · 4

Leveraged Investment

0of 15

Ratio = Total Project Investment ÷ Ohio Historic Preservation Tax Credit Requested. Enter your figures and the ratio and points calculate automatically.

Criterion B · 5a

Financing Committed

0of 15

Percentage of total project cost with documented committed financing (private, public, and/or developer equity — each meeting the guide's documentation standard).

New in Round 37: Committed financing no longer includes the state or federal historic tax credit amounts themselves. If you want to count on that money, show how you're bridging it during construction (developer equity, bridge loan, or a term sheet from a tax credit equity investor with documentation the funds will flow during construction). If the building isn't yet listed on the National Register, the Federal credit can't be included in the financing stack at all. Public financing documentation must now also state when the funds will be paid, and letters of interest are explicitly excluded from the committed percentage (previously they were accepted but excluded — now excluded outright as a category).
Criterion B · 5b

Closed Financing Bonus

0of 5

Bonus points for financing that has gone beyond "committed" to fully closed/awarded/finalized documentation.

Criterion B · 6

Physical Scope & Construction Jobs

0of 10

Square footage of rehabilitated historic building(s) and contiguous historic additions only — no new construction or non-historic buildings. Enter total square feet.

Criterion B · 7

Local Participation & Support

0of 5

Highest level of local jurisdiction/county support documented — a letter/resolution of support, and/or a financial commitment exceeding 3% of Remaining Investment to Complete Project.

Criterion B · 8

End Use Commitments

0of 5

Percentage of the project leased (executed lease/LOI from actual end users, not a master tenant) or committed via a residential developer letter.

Criterion B · 9

Cost-Benefit Analysis Not self-scored

0of 10

Development calculates this from your Section D inputs (property value, jobs, receipts, residents, tenants). Use this only to plan/estimate — it is excluded from your official self-scored subtotal below.

Regional Balance (C1–C3)
0 / 20
Self-Scored Subtotal (C1–C8)
0 / 75
Est. Total w/ Cost-Benefit (C1–C9)
0 / 85
Below 43-pt threshold
